DL580 does not start completely without login in iLo

We have a DL580 R2 with MS Windows 2003 standard ed. sp1. If we do a warm of cold boot the DL580 stucks on "Applying computer settings" and after several minutes the server restarts automatically. If we logs in into iLo when the server has the status "Applying computer settings", the server starts well. I installed the latest bios, the latest iLo firmware, the latest Support Pack, but it did not resolve our problem.

Anybody a suggestion?
