DL580 warm boot behavior

I have a DL580 that has recently started to fail warm boots. It appears to be attempting to boot from the CD, then FDD, then network and then hangs. Cold boot order is CD, FDD, then HDD.

Nothing appears to have changed on the system, although Windows update is running in download and notify mode.
