DL760 Server, I/O cage Hot plug PCI slots LED Amber

On a DL760(G1) server there are two nic's and fibre HBA's installed. Out of four cards, two slots indicates amber. We tested those cards on a different server but they are working fine. We changed the slot but issue is still there. System runs with latest system ROM & firmware.

Does O/S see the card? (Device manager)

Try to power on manually?
