Device Cannot Start Code 10
I have a Proliant ML 350 G3 that has a 64-bit/66-MHz dual channel wide ultra3 SCSI adapter that according to device manager will not start. I have two showing up in device manager on on function 0 (that is working) and the other function 1 (cannot start). This would be hardware correct?

is the card really working with any it has attached?

Well, I have two PCI cards in the server. and when i look up this adapter it shows it as a pci card and i have a smart array 641 controller as the other pci card.
Nothing is connected to the other pci card (presumably the scsi adpater).
Windows 2003 Server
at the suggestion of HP tech support i uninstalled the affected device, shut down the server, reseated the scsi card and brought it back up. the scsi adapter is still showing not started but i am not getting any errors in the event log now. So I am not sure.
