Dl260 G2 won't boot

We moved a server from one location to another and it won't boot and I don't get anything on a monitor to give any indication what might be going on.

When I pull the cover, the two "Diagnostic LED arrays" have LEDs illuminated but I haven't been able to find out what they mean. On the "System Diagnostic Array", LED 3 is green. On the "ILO diagnostic array" has all the LEDs flashing green.

just make sure all seated properly, specifically for riser slot, PPM/VRAM, memory, fan, sense and all power cables ..etc
slowly step by step reset and after power up

Model should be dl360 G2.
