I think you have installed W2016 from the DVD not anything else.

You need to Install the "Service Pack for ProLiant".

Please download and run SPP online in your server OS to update all the drivers to latest.

Mount the iso from ILO- open from windows explorer,

launch_hpsum then select Localhost Guided Update in Automatic mode.

If you don't want to install the entire HPE suite, it's much easier to just download the Identifiers for Intel Xeon Scalable Processors drivers and then in device manager have it browse to that folder and look for drivers and it'll install.
