FAN FAILURE - HP PROLIANT ML350P GEN 8

I have an HP PROLIANT ML350P GEN 8, when starting, it appears FAN 3 FAILURE "FAN SOLUTION NOT SUFFICIENT" and it turns off. I inserted a new fan, and the problem persists. I don't have ILO activated, Please provide a suggestion to solve.
