Fan 3 and Fan 4 Failure at ML370 G3

I have a failure at Fans 3 & 4 of HP Proliant Server ML370/G3. When I replaced both of them I got the same problem.
Can anybody help to fix this problem. I upgraded the Bios Firmware but still get the same.Is this refer to mainboard failure or the power supply???!!!!

Make sure the fans are firmly seated in the fan cage. If they are both seated well and you get no LED's indicating power is applied, then the main board is likely defective. You should have warranty left on this server:
