Fan Noise on a DL380 G6 Server

We plugged in two new 1gig SATA hard drives into our server. We currently have 4 SAS 146gig Drives in the system. When we plug in the new drives the system fans power up to 78% and will not come down. When we unplug the new drives from the system fans settle down.

I have updated everything on the windows system, all the HP firmware and drivers are up to date. I have also changed the setting the BIOS for fan optimization and powered off the server for 10mins but nothing slows down the fans when the new hard drives are in the server. 

Any help is appreciated.

Your HDD is not HP Brand? (HP Firmware, with HP label on the HDD etc?)
