Foundation Agents

I am trying to install the foundation agents v 5.10 on a NT Terminal Server with SP6 running Citrix Metaframe 1.8. About 3/4 of the way I receive an error message "Runtime Error... Program M:\WTSRV\System32\rundll32.exe.....Abnormal Program Termination"

I can see the server within insight manager, but if I try to go into the control panel and open up the management agents, I receive the same error message. Any ideas?
