HP 360e Gen 8- Not booting. Fast blinking RED health light, slow blinking amber Interlock MSB light
So I've been trying to figure this out for a few hours and I'm coming up blank. My HP server is not booting. The health light on the front (# 3 in http://h20628.www2.hp.com/km-ext/kmcsdirect/emr_na-c03415162-9.pdf page 72).
Inside the motherboard, just north of #3 on the diagram on page 74, there's a grouping of LEDs I can only assume to be tied to the interlock message nearby.
The 8 LEDs have an indicator above (LSB) and below (MSB). I can only assume these to be most/least significant bit. (image attached)
When failing to boot, the light closest to MSB blinks about once every second and the health light blinks approx 4 times per second.
This all started after having to replace a cable. My drive cage was loose, so pulling out the server managed to separate the cables from the connectors (see image). With this cable in its current state the server was able to boot, but did not load anything from the drives for obvious reasons.
I opened the case, replaced the cable, closed it and ran into this issue.
At first I thought it was a PSU issue, took out the two PSUs and swapped with original from the reseller. no change.
disconnected the HDD power cable, no change
pulled out and re-seated PCI riser. no change.

I can't figure out what it's trying to tell me. Anyone have any ideas?

Did you have to do anything special? My server just stopped working and shows "0168" in the lower right hand corner of the monitor at bootup. I've removed both CPUs, the ram, reseated the connectors and power supply.
