Are these the rights temps for dl380 g3 with one 1 cpu and also the rights temps without running the server in a server room enviroment

You are well within the treshold limits so I don't see a problem.
Keep in mind that a consistent temp is probably more important that a very low temp.
Attached is a screenshot from a 380G3 that's running in a serverroom. (1% cpu usage last hour)
