On boot up nothing appears on screen, it can't get to POST PROMPTS. The fan just continually stays on.
Any ideas?

Your suggesting to swap CPU and the RAM to see if it works, however I have nothing to swap it with. Or am I misunderstanding you?

Update...
When I switch it on I notice 2 LED's light up. One just staying on - normal.
However there is one which is flashing which flashing. - Which is shown in attachment. (RED CIRCLE)
The writing (Vertical - Highlighted in BLUE square) reads from RIGHT to LEFT:
"CPU_FAN_FAIL_LED"
(Cant read this one as well as the others - might be wrong):
"DIMM_ECC_EFFOR_LED"
"OVER_TEMP_LED"
"System_FAN_FAIL_LED"
"HEART_BEAT_LED"
As you can see the LED is flashing above the "HEART_BEAT_LED", however it seems there is some sort of cover on the LED. Where as the other ones like "CPU_FAIL_LED" don't have these 'covers'. Does this LED symbolise something wrong with just the "HEART_BEAT" or any of the others.
Also, I am pressuming this flashing light is bad.
I am also pressuming this is causing me to not get any visual on the monitor and no POST.
any ideas?

it indicates some process is operational.
off or steady indicates an error.
according to the document in the link Larry gave. an ML115 G5 only has a single diagnostics led on the Mainboard.
Your description tells something else.
this maybe a connector for a flat-cable where the "cover" you mention is a LED someone mounted directly on the connector?
