HP ProLiant DL360 G9 Not Booting All LEDs are lighting
On Proliant DL360 Power LED is continues RED and all other LED are blinking, Already changed new powersupply but still same result, What is the issue ?

What does it mean if all the LEDs are blinking? and server is shutdown .

Hello,
Follow the below below links to understand the LED indications and follow the steps to isolate the issue.
HPE ProLiant DL360 Gen9 Server - LED Indicators

1. Power drain the server.( remove both the power cables and hold the power button for 30 sec.)
2. Clear the NVRAM as per the below likn,if the issue still persists after power drain.

3.Check the server minimum configurationif the issue still persists.

3.Share the IML error, if the issue still persists.

Thanks for Support, actually the server is not displaying anything as you can see below Video (Wetransfer), Please let me know if your solution will work in this condition or this is something else?

When all four LEDs described in this table flash simultaneously, a power fault has occurred. For more information, see "Power fault LEDs (on page 9)."
Based on those codes, it looks like 'System Board'

You are correct, System board is the most suspected parts to isolate the issue.
If You can share IML errors, I can try to isolate the issue.
Or
I would suggest, you have to log a proper case with HPE, and share the appropriate logs for further analysis.
