Keep the power button pressed then check, anything changed.

The motherboard originally in was a D version, but the new one is a B version.

Make sure you install and more all components from older system board to new one: Array Controller, NIC, Fiber, DC , filter
What your server generation and what you have at front Diagnostic or I/O Port for service ?

Put all complete parts into the new board. Slot in into the enclosure. With the "critical" LED still on. Press & hold the pwr button for abt 10 secs. It should be able boot up & thereafter, the critical LED will be OFF. Pwr & NIC LED should be Green then.

All fans connected?
If you have chase to swap from other, swap: DC-DC , filters, SA Controller, NIC
If you done with all swap, reset, of mentioned Components, you tried different Bay, different enclosure if you still have problem
