HP Proliant DL 580 G7 Booting issue

I have an HP Proliant DL 580 G7 server that wo'nt boot past the local drive.After detecting the logical drive te cursor  just keeps  blinking  and it wont go past that.see attached...

What could be the issue?

Still enough power supplies installed?

I would power off, remove all disks and test if POST continues.
