Hi, I bought a used server for home use and try to update the firmware, buying support is too expensive for me

Hello,
you need a coverage in order to download Firmware, so I guess you will not be able to access the download.
"Critical" updates will remain free for downloads, so you may just wait for the next critical update (I think that such will be released soon) and download it.
Is there any specific reason for the BIOS update on your server ?

The last firmware is - Version: 2015.07.01 (B)(24 Oct 2016)
But you can make download if the equipment has the warranty
Because you need to vinculate the warranty to your account in the site

Yes, exactly as I said, access to FW without an "Active Coverage" any type (warranty/care pack/contract) will not be possible.
Except for "Critical" Updates, as listed here:

“Critical” related firmware updates (addressing safety and security fixes) will be made available to all ProLiant customers outside of a warranty or support contract and are governed by "customer terms of use".
The System ROM for the DL380p Gen8 (Version: 2015.07.01 (B)) is not "critical". It is an "optional" one, therefore the access is granted with coverage only. HPE Should release a critical update for the Gen8 Servers soon, related to the newly stated Intel Security Issues and this coming update is expected to be "crical" - free for download and accessible by everyone.

I separately bought a v2 used processor and the server does not start with it. I found that i need update bios to get it work https://support.hpe.com/hpsc/doc/public/display?docId=mmr_kc-0110152

according to the document, you need BIOS "09/18/2013 or newer" . Has you server currently an older version than 09/18/2013?

What is SPS and CPLD ?

there is avalible self-upgrade package, i think it's include all updates that i need.

SPS refers to Standby Power Supply. CPLD refers to Complex Programmable Logic Device.
