High Avg Disk Write Queue Length

We've got an ML530 that we're running Windows Volume Shadow Copy service on and it appears that the drives can't keep up with the I/O that's getting pumped to it. I've noticed the Avg. Disk Write Queue Length is over 40 during the Shadow copying and it's not supposed to be over 2. Anyone understand what these counters are trying to tell me?

can you change read write options for array controller, see if that make any difference ? it all depend on the performance
