I guess i am always wrong in explaing.
You have a Hot plug power supply only can you test that without connecting to server.

Hi Prashant,
I clearly did not understand your original question but I believe you are asking if it's possible to simply plug a hot-plug power supply into mains power and test it on a workbench to see if it works.
The answer is almost certainly no as there would be no load on the outputs and the circuitry would rely on feedback and impedance checks to confirm its status.
Also, modern power supplies rely on being switched on through the system board (Not an on-off switch as in the older PSU's) therefore you would not be able to tell it to switch on unless you knew exactly which signal wire to short circuit.
