I understand that it should be doable via the BIOS, however I cannot find the option. I have checked the HP site, and this server is VT capable.

in RBSU -> Advanced Options -> Processor options.
check page 32 :

If problem persists, update the System ROM.
If again, the CPUs don't support IVT.

Intel 5300, 5100, and 5000 Series processors are 64-bit and support Intel VT.
