Open the following link and slect you os then install ProLiant Essentials Performance Management Pack. That will help you resolve your problem. but at intial stage of booting the fan speed will be more.

I am assuming that you have windows 2000 with you so you can directly install from below link.

Better option is to install proliant support from hp web site. follow the first link anf select os/ server model to install same on server.

is this software installed on a "hidden" partition or onto the system partition(s)?
What about Smart Start CD-ROM? Is it any use (I've got v7.10)?

But there is not DIPSWITCH to fix the same problem. Yes firmware can but there has not been any updates on such issues in case of latest firmware.
