How to create flash from iso for Win Server 2019

Have error whith USB Key Utility 3.0 for ISO Windows server 2019 Essensials:
This CD/DVD does not support USB Key creation from an ISO file.  Please use physical CD/DVD media to create the USB Key.

Where is my mistake?

HPE USB key utility 3.0 only supports below HPE products as below 

• Service Pack for ProLiant
• Intelligent Provisioning Recovery
• HP SmartStart CD version 7.5x and greater.
• HP Firmware Maintenance CD version 7.5x and greater.
• HP Smart Update Firmware DVD version 9.00 and greater.
• HP Easy Set-Up CD version with G6 servers and greater.

To create a bootable USB flash drive to copy OS image refer below microsoft article

you can also try a thrid party software like Rufus, power ISO or ISO creator
