Can you create a full admin on iLO and then reset the nand flash , as there was a notorious bug in older ilo versions.
Then reset the nand flash (to be on the safe side do it 2/3 times - only the timestamp in the ilo log will change):

Hello,
i have done this several times but it don't help.
I have ordered a new mainboard i hope this solves the problem.

Hello
I would suggest you follow the below steps.
- Power drain the server.(shut down the server, remove both the power cables and hold on power button for 30 sec.)
- Do the factory default setting.
Resetting iLO to the factory default settings
From the System Utilities screen, select System Configuration > iLO 4 Configuration Utility > Set to factory defaults, and press Enter. The iLO 4 Configuration Utility prompts you to select YES or NO. Select YES, and press Enter. When prompted to confirm the reset, press Enter.

- Update the ILO and server bios with the latest.
- If the issue still persist, I would suggest, you have to log a proper case with HPE, and share the appropriate logs for further analysis.

Hello,
i have done the things you mentioned several times.
I have changed the MB now to a new one and all Problems are gone.
I think it was a damaged ILO-Nand (It was not possible to reset it).
