can be done in many ways.
like dcpromo then giving the information of Dc backup that will built the server.
Q is how are we doing it?
Where as the error is concerend, which server we are refering to here.

I forget the procedure but there are specific ways to restore AD, have a look on MS Technet.

When you say identical, can you confirm that the raid controllers are exactly the same models on each servers PCI bus.
You can see the Smart Array model details when each server POSTS, you might also want to take a note of the Smart Array firmware version at this point too.
I.E does one server have a Smart Array 3200 and the other a Smart Array 5300 for example or do they have the same controllers but very different firmware versions? Normally the incaccessable boot device stop code (7B) is due to a disk controller driver issue but it may be firmware related. If it's firmware you could update/downgrade the other system to match.

But i think it is some what related to controller only.
If you can move the controller from other server to this new server. that may be helpfull to confirm the same.

It seems, as soon as I do the restore, I don't see the boot partition.
