if the CPU is not 64 bit capable, you will be not able to install the Win 2008 R2.

Solutionin the quick spec on the HP site should be defined which CPU are supported , check the site :
http://h18000.www1.hp.com/products/quickspecs/11504_na/11504_na.HTML
if you know which CPU is inside the sewrver just check the CPU information on intel.
