I have tried to install windows 2003 Server, 2008 Server, or Windows XP, but when trapped in the installation steps to the start .. I am questioning whether drivers need a HDD.

and this comes up for win2k3 32-bit "driver - storage controller":

Windows OS does not have driver for HP Smart Array P410i storage Controller which comes integrated with Dl380 g6 server.

So there are two options for OS installation:

1. Manual Installation

Directly from Operating system CD by providing the storage controller driver during installation.

Please note : download the driver, unzip it, exracts the files into USB or floppy disk and providing during windows installation by pressing F6.

2. Assisted installation using Smartstart CD

boot the server with smartstart CD and follow onscreen instructions to setup Windows on your server

My understanding is you are trying with a controller, if yes, then you need to follow the links with other guys suggested. if it is NO and just HDD, then there should not be any drivers requirement.
