I dont have a Smart Start CD and how can I configure my Proliant 1600.

Hello Matt,
You can still configure your Server even though you dont have a Smart Start CD. The SoftPaq you need is SP19619 which you can download from the following link:
http://h18007.www1.hp.com/support/files/server/us/download/13227.html
You would require four diskettes and cold boot your system with the first floppy and then just follow the screen.

Hello Matt,
You can also order the Smart Start CD by calling 1-800-573-1099 and ask for the Version 5.50B. Anything more current would not let you configure your system.
