Kernal-Processor-Power Error

One of my DL380 G7 servers recently started logging the following error:

Description:
The speed of processor 17 in group 0 is being limited by system firmware. The processor has been in this reduced performance state for 0 seconds since the last report.

Following instructions I found on-line, I ran the Support Pack and updated all drivers and firmware.  I also went into BIOS and changed the “Minimum Processor Idle Power State” to “No C-States”.  The error has since gone away, but I am wondering if the error was truly an indication of performance issues.  I had a number of users reporting slow performance on an application and I'm trying determine if the changes I made will have any impact.  I also have an issue with NUMA spanning which I hope to resolve by adding additional RAM.  Does anyone have any thoughts on the impact of these two issues?
