ML 150 G6 hanger on startup

We have this ML 150 for a few months now. We have repeatedly had startup problems with it. It is running WIndows 2003. While starting windows, it shows the windows startup, then it going to a black screen and stay there. You can tell if it is going to start normal, because you can see the flash a  little, while it is on the black screen. Then the screen changes, in a matter of seconds, to the normal windows startup screen.

We tried removing all the cards, sometimes it worked, sometimes it did not. We check all the cables and memory, and reseated them. It still have mixed resolves. 

I thought I was onto something with the power. Unplugging letting it sit and then replugging in the server. It worked a few times. Now it just back to hanging.

I thought maybe the motherboard was having problems, but there are errors or lights showing that.

It does cold start and restart in Safe Mode, but that's it now.

Does anyone have any ideas?

I have also just received a Ml150G6 that does this exact same thing.
