I dont have any more solution that i can think of right now. I would recommend you to log a ticket with HP so they can elevate the issue to L2, and they can use their lab to come up with a solution for you.

oke, well the problem with that is we are trying to install a server since last May for our customer...and nothing is working for us.
even a new server gives the same trouble.

By the way can it be it isn't working cause its an R1 installation?
because the Windows 2003 server enterprise edition R2 installation does work.

I'm trying to install Server 2003 x64 Standard and hitting exactly the same issues.

I got it going this morning by usind Nlite (free download from Nlite.com) and the drivers found in the cp008698.exe file which is can be downloaded from HP's site.

NLite, of course!!
I have used it many times to install storage controller drivers in windows image to detect storage controller and to avoid using floppy drive.
Definitely that should work here
