ML330e boot failure

I have inherited an older Proliant Ml330e server. this is a PentiumIII 850Mhz processor.
It has 2x40Gb ATA hard drives which have been wiped clean.
I have managed to reload Win2000 but I have a boot problem which is getting worse.
On power up, the system will just not boot. Absolutely nothing happens - the monitor power light will just start flashing and that is all. I have found sometimes that if I power off and unplug the hard drives from the ATA controller and then power up, it will sometimes boot and (naturally) complain that there are no hard drives. If I then powerdown,plug drives back in and power up again, all will come good.
However this has now reached a stage where i just can't get it boot at all.
I suspect that the ML330e Server Feature Board may be on its way out (or maybe now dead).

Has anyone else experienced this kind of behaviour before ????

I would suspect the power supply being weak, first before any other component in the system.
