ML350 G4p - PPM 1 LIGHT ON WITH NEW MOTHERBOARD. WILL NOT BOOT.
Installed new motherboard and system will not boot. See the ppm1 light on and internal health is red. Processor 1 fan not working, has 3 volts when connected but 12 when unplugged. Fan confirmed working with a 12v supply (tested outside of pc). This was the same problem before new motherboard. Any ideas?

I did search for a solution, but the results were not the exact same problem. i tried removing the storage devices, setting maintenance mode on, powering on/off, and reconnecting the drives. it did not help. if anyone knows what is wrong, please help.
