ML350 G5 recovery of server - missing Base System Device

We had a whitebox server crash this past week, so we ordered a ML350 G5. The old server was a dual P4 with an Adaptec 2120s RAID card. Now at the moment I have moved the RAID card and booted into Windows 2003 safe mode to setup devices. I download the Proliant Support Pack, but this is not installing everything. I get failure on:
Remote Monitor Service
Integrated Management Log Viewer
Insight Management Agents
Insight Diagnostics Online
What I do have in Device Manager is "Base System Device" and "PCI Device" as unknown. I would have assumed the PSP would have configured this first, but it doesn't. So what is exactly "Base System Device" and what can I do to resolve this if the Support Pack doesn't install the software?

Sean,

I suspect the base system device will be the ILO2. The PCI device may relate to the embedded NC373i NIC or the E200 SAS controller. Please try the following drivers.

Base system device could also be the SB chipset, take a look, what kind of error do you get when installing the PSP? can you describe?

Once enough devices were configured and I was able to boot into Windows, these went away. What exactly was causing Windows to hang on loading I do not know, the only devices that were installed that I could for see a problem would have been the smart array card, but since the drives are still connected at the moment to their old Adaptec RAID this should not have caused an issue. Strange but the last time I loaded Safe mode, the only thing I did was update the video drivers which did not seem to be an issue.
