ML350 G6 redundant fan/ large baffle setup

I have a 1 CPU E5620 ML350 3x4GB ram. It has 3 fans installed. I see one of the options is to install an extra fan (fan 4) with a large baffle plate even with one CPU.

 

What is the reason for installing such a configuration. With the large baffle plate the CPU 1 is isolated from the extra fan 4.

 

is the only advantage of such a setup to provide extra air flow to CPU 1 ram?
