ML350 does not start

I like to use a ML350 Board outside a Compaq-Case. I have insert one PIII 600, a kingston KTC-PRL133/512 and pci VGA-adapter.
The board does not start, no fan starts, simply one LED lights on motherboard.

Whats wrong?

what power supply are you using?

Thanks for help, I am using a normal ATX Power Supply (only connected to PS1), I believe that is the problem. Does the ML350 need special PIII prozessors? Does PIII 600/512 FSB 100 work on this board?
