ML350 will not boot

I am testing a Compaq proliant ML350 and all I get is 3 beeps at boot, 1 short and 2 long. Any idea what the problem is?

It seems first that there is some dust on the contacts of RAM/ Interface cards, first service your server, remove RAM/cards/CPU , clean the slots and reseat. If problem still persists, check by changing RAM.

I checked a doc "Compaq Servers Troubleshooting Guide" PN 161759-001 APR 2000 and that beep combination is not in there. Look in "POST Error Messages" of the doc that came with the ML350.
Might be anything to do with memory or processor.
