ML370 G1 will not boot

I have a ML370 that will not boot ... no POST at all. When I open it up I notice a red light on the systemboard. Next to the red light I see CR553 and above the light I see Interlock Fault. I have reseated everything in the box. Does anyone know what this might mean ?

Remove power cord remove riser board
Press and hold power switch for 5-7 seconds.
Install riser board without any cards and minimum original Memory, reset CPU and PPM
Use little force make sure it seat properly, Verify Power source and Power Supply backplane if used

This is virtually always, because the riser board is not seated correctly.

I'd recommend removing the riser and reseating it. Don't tighten down the screws on the end yet. Before tightening them down test the server and see what result you get. You may also want to put the palm of your hand on the top of the riser and press down (hard).

The only other thing which might cause this is possibly a system board or riser board failure, but the chances for this a pretty remote.
