Hi,
I ran into this problem too, and all it means is that the locking portion of the case (that little thingy that flips down to lock in the PCI card) isn't all the way down. In my case the flip down thingy wasn't making the connection so the server knew it was down. If you don't believe me you can look on the server and see that there is a light on for each PCI slot on most servers (like DL580) and if it isn't locked down the light isn't on.
