I have SmartStart 4.90 CD and I can upload it to your FTP.
SmartStart 4.90 ISO is 637 Mb.
But I think your problem definitely doesn't related to SmartStart version.
SmartStart 5.50 works fine on all old servers.

The issue still exists that when I boot to cd and select the manual install, other (os), it prompts me that it will restart, when it does restart and boots again to cd it says setup cannot continue could not find any physical or logical devices on primary controller, I beilieve after restarting the next step would of been to configure array's.
When the server goes through post the scsi adapter identifies both drives.
This is a Proliant ML350 1ghz with two U320 scsi hard drives just the way it was ordered, Motherboard and SCSI card Bios are updated with the newest version.
My goal is to successfully create an array to which i can install 2k3 onto. and be able to use a utility to manage the array if a corruption accures.
BTW, I can boot from the 2k3 CD and see both drives to install onto.
Any help would be appreciated?

Do you have SmartArray controller ?
Because I think in default configuration ML350 doesn't have SmartArray controller (and you write "just the way it was ordered") and without SmartArray controller you cannot create hardware RAID array.
You can create only software RAID (not recommended) and software RAID you can create only after windows installed
