Not Support Processor Speed

Curently my Proliant has 866 MHz with 256 MB RAM, I need to replaced and upgraded the Processor using 1 Gig speed.
When I installed the Processor, server can't running with message " Not Support Processor Speed......."

I bought Pentium III / 1 GHz Processor Kit from Compaq (187602-B21)

the instructions for the installation and the dip switch settings for the 1Ghz processor were with the kit, use those to introduce the processor speed to the motherboard.
