Not seeing beyond 2 SCSI drives

I can tell it may be awhile before I get an answer to this, looking at the activity level of this forum :)

Anyway, I've got a ProSignia 486 that I have two SCSI hard drives on the embedded SCSI BUS. When I attempt to attach a 3rd SCSI drive, it is found ok by the system post and correctly identifies it. When DOS cranks up, the fws2aspi.sys driver again, correctly identifies the 3rd drive, but when I invoke fdisk to partition it, it is not there...
I'm and old DOS guy gut it's been years since I've had to diagnose DOS SCSI problems. I suspect it has something to do with LASTDRIVE (which is set at Z btw).
