The relevant sections of the dmesg output contain:

It looks like 4 CPUs present, but the entries reading CPU: Physical Processor ID: [0 or 3] make me wonder.

The counting just starts with 0.

I sort of suspected there were only 2 physical CPUs, so I found the reports of 4 CPUs to be curiousl. Now I understand!
