POST Code 1611 Primary Fan Failure

I get a "1611 Primary Fan Failure - Spinning up Redundant Fans"
Right after the processor initialization during POST.
As far as I can tell all four fans on the rear along with both powersupply fans are spinning right from the start.
I am reassembling this server from what was a stripped out hulk.
It only has two power supplies.
Does it need jumper plugs?
Is there a diagnostic that will point to which fan is the problem?
I posted this question a couple of days ago but it never appeared on the Forum.

No there is no jumper plug needed the power supply. For the fan I sugg running a diagnostic on the fan though the F10, the bios. Hope this will help.

I had the same problem, When i took off the Hot plug redundant fans, the error went away. the problem was that the hot plug redundant fans would use up all the primary fan power and the main fans couldn't spin up. I removed the hot plug redundant fans. and switched the fan switch on the system board to high. This should stop the problem and reduce start up time.
