POWER rebout continualy

I can't sdtart correctely in new ML 330 , the power restart evry 3 - 10 second and ther not iney view at the screen.
the machine start and reboot ( with or without disk- or other drive )
What's the problem ?

Anyway to run a diagnostic check if answer is not call compaq to get engineer for on-site.
