Is there a way to PXE install SPP offline using a network folder instead of iso? All the documents and community discussions shows using the ISO, but we have setup our PXE server install extracted ISOs.

Yes you can , Set up a PXE server and add the iso image in the PXE server.
You need to extract the content of SPP and copy it to the folder and map that folder to the PXE boot Menu

Yes, but you need to install PXE server and DHCP server as well. You can use some free software based on *nix system and samba or something like MS SCCM server to deploy and manage OS inside your environment.
