Poliant ML110 do not start after unproper shutdown

I have a HP Proliant ML110 that could not start properly after a electricity blackout. The external LED's are green but, the mainbord has three lights: gree, red and green. I found this document: http://h20000.www2.hp.com/bc/docs/support/SupportManual/c00795605/c00795605.pdf?jumpid=reg_R1002_USEN on page 61/69 show the layout of the mainboard. The light that is RED is the number two. I was looking for the way to find a troubleshooting for this server, but I couldn't anything that helps. The server doesn't have video. I removed all additional card, disconnect the HDD, change the RAM from slot and try two different dimm RAM in each slot.

Nothing work. Does anyone have a recommedation?

Hmm - I had a similar issue once...

Right after a power outage also - try pulling one of the CPU's and see if it will boot. Then swap them, and try the other. I don't recall if you need to pull the voltage regulator too for that specific CPU, but I would. Anyone else know offhand on that?
