Power consumption/rack configuration

I have a half rack of DL servers, and my colo facilities says I'm using 13+ amps of power, which is over my 10 amp allotment. I used to have a rack configuration tool that would calculate the power consumption as you laid out your rack. I would like to use that now to see if their measurements seem correct.

Can anyone help me find that tool again? Was it a Visio thing or was it a standalone tool? I thought I downloaded it from Compaq, but I can't find it now.
