ProLiant ML 350 dual fan

Our ProLiant ML 350 has a dual fan installed. Only one is spinning, is this normal? Are they both supposed to spin or is one redundant and only kicks in upon failure of the other, or if the temp on the processor gets too high? The part number on the fan is 301017-001. I am asking this to know if I need to replace the fan.
