E200i controller does not work without Cache.
So if the cache is faulty the controller won't work.
Try refixing the cache before calling hp for replacement

Also your E200i Firmware is old. Update to 1.84:

After updating re-run ACU and check the status and configuration settings. Then run ADU if needed and post.

SolutionError: Permanently disabled
Action 1:
You have to give 72 hours for the battery to fully charge. After that the cache should be enabled.
Action 2:
1. Down the server and turn off the power.
2. Remove the hard drives (just pull them out an inch or so).
3. Power on the server and allow the server to complete POST.
4. Once POST has completed, power off the server
5. Re-insert the hard drives
6. Power on the server and the cache should now be enabled.
Solution: replace the accelerator battery
then look at the following link :)
