This looks like a dead ILO.
You probably need a new systemboard, since ILO is integrated.

SolutionIt is always worth to try to pull the plugs, check ILO health and format if needed, see
https://support.hpe.com/hpsc/doc/public/display?docId=emr_na-a00048622en_us
But sometimes the ILO itself is really dead, so you need a new systemboard.
